Teeny tiny fish

I can't remember the name of this fish. He's thumbnail-size and lives in table-top coral. Typically, there are 15-20 living in a school. They swim just above the coral and as you swim closer and closer they slowly disappear into the coral. As you back away they rise up. It's like watching horses go up and down on a carousel.
